ENSWC, Enugu State Housing Corporation Move to Strengthen Collaboration for Improved Water Supply in Government Estates

The Enugu State Water Corporation (ENSWC) and the Enugu State Housing Corporation have taken steps to strengthen inter-agency collaboration aimed at ensuring improved and sustainable water supply to residents of government-owned estates across Enugu City.

This was the outcome of a high-level meeting held on Tuesday, January 6, 2026, between officials of both agencies.

Speaking during the meeting, the Managing Director of ENSWC, Engr. Dr. Mike C. Nwachukwu, explained that the statutory responsibility of the Corporation is to supply water up to the gate of an estate, while residents are ordinarily expected to handle internal water reticulation. He, however, disclosed that under a special arrangement, ENSWC could also undertake internal reticulation works within estates.

According to him, such an arrangement would not only serve as a revenue-generating avenue for the Corporation but would also be more cost-effective for residents compared to engaging private contractors. He further stressed the need for a clear and functional working channel between ENSWC and the Housing Corporation to enable estate residents to properly channel complaints and challenges for prompt intervention.

In his response, the Chairman of the Enugu State Housing Corporation Board, Chief Nwabueze Nnamani, expressed concern over the persistent lack of water supply in WTC Estate despite the availability of water in nearby institutions such as Queen’s School and the University of Nigeria Enugu Campus (UNEC). He welcomed the proposed collaboration, noting that it would enhance service delivery and also help both agencies meet their financial obligations to the Enugu State Government.

Chief Nnamani also suggested the introduction of prepaid water meters for estate residents to promote accountability, efficiency, and sustainability in water usage.

Contributing, the Executive Director, Engineering, ENSWC, Engr. Johnson Ugwu, reaffirmed the Corporation’s readiness to partner with the Housing Corporation. He urged residents experiencing water supply challenges to lodge formal complaints to enable proper identification and resolution of issues. He also emphasized the importance of involving ENSWC at the planning stage of new estate developments to ensure proper design and integration of water reticulation systems.


The General Manager of the Enugu State Housing Corporation, Engr. Gerald Asogwa, while welcoming the ENSWC delegation, recalled that collaboration between both agencies began last year with the establishment of a joint technical team. He, however, noted that little progress was made and commended the Managing Director of ENSWC for reviving the partnership. He assured that the Housing Corporation would prioritize water connection and reticulation in its estates, beginning with WTC Estate.

Also speaking, the Head of Planning and Design, ENSWC, Engr. Cajethan Agu, revealed that a feasibility study had earlier been conducted at WTC Estate. He raised concerns that the estate’s existing structures did not adequately provide for utility corridors, particularly due to the level and positioning of perimeter fence walls.

Following the meeting, a joint technical team from both agencies conducted a fact-finding visit to WTC Estate, where it was discovered that some residents had constructed perimeter fences too close to drainage channels, posing challenges to the laying of water pipelines.

In response to these findings, the Chairman of the Housing Corporation Board, Chief Nwabueze Nnamani, invited the Managing Director of ENSWC to a follow-up meeting with selected estate leaders and residents of WTC Estate. The meeting is scheduled for Saturday, January 10, 2026, by 10:00am, to address the identified challenges and chart a sustainable way forward.
